Default I am eligable for a VA loan and i'm a first time home buyer. Do you use one

or the other or can you use both? Can you combine the best of both or is it just one or the other? And which is better at this time? I live in Calif. and looking to buy a bank owned home that needs a ton of work thats mostly cosmetic. The bank is offering 9k for closing and 10k for repairs but probably needs more, needing new carpet and fence amongst others. How do I best finagle this deal? Thanks.
